The Annual Conference of Divisional Officers (Executive Engineers and Divisional Accountants), organized by the Office of the Principal Accountant General (A&E), Odisha at the Odisha State Convention Centre, Bhubaneswar on May 11th, 2026, served as an important forum for deliberations on digital transformation in public works administration, with the Works and Accounts Management Information System (WAMIS) emerging as a key focus area.
The conference commenced with a warm welcome address by Shri Dinabandhu Sahu, Principal Accountant General (A&E), Odisha, who emphasized the importance of digital governance and collaborative institutional efforts in modernizing public works administration. He highlighted WAMIS as a landmark reform initiative that has transformed conventional manual processes into an integrated digital ecosystem.
The inaugural session was graced by Hon'ble Comptroller and Auditor General (CAG) of India, Shri K. Sanjay Murthy, who delivered the keynote address and highly appreciated the efforts of C-DAC in conceptualizing, designing, and implementing one of the country's most comprehensive public works automation platforms. He termed WAMIS as a model success story demonstrating how technology can enable transparency, accountability, efficiency, and governance excellence.
Hon'ble CAG particularly emphasized the strategic significance of the SASCI Scheme, noting that the adoption of WAMIS would substantially benefit states through standardized digital processes, improved financial governance, enhanced audit readiness, and efficient project lifecycle management.
Smt Yamini Sarangi, Commissioner-cum-Secretary, Government of Odisha, delivered an elaborate presentation on the transformational journey of WAMIS in Odisha. She appreciated the remarkable efforts of the C-DAC team for successfully implementing such a complex automation initiative.Smt Keerti Tiwari, Deputy CAG, also shared valuable insights into the WAMIS success story and its transformative impact.Principal Secretary, Finance Department, Shri Sanjeeb Kumar Mishra, IAS, highlighted the importance of collaborative partnerships between the Government of Odisha and C-DAC. He praised integration of WAMIS with Treasury systems, Accountant General offices, and Commercial Tax systems, and outlined future integration plans with PM Gati Shakti.
Shri Samarendra Prasad Biswal, ScientistE, C-DAC Pune, delivered two technical presentations covering future WAMIS enhancements and the Digital Audit conceptualization framework under WAMIS.
During concluding remarks, Principal Accountant General appreciated C-DAC and felicitated Shri Amit Deshmukh, ScientistF; Shri Samarendra Prasad Biswal, ScientistE; and Shri Atmaram Bagarty, Project Manager, for their contribution to successful WAMIS implementation in Odisha.
The conference concluded with a clear consensus that Odisha's WAMIS journey has emerged as a national model of digital transformation in public works administration and can serve as a blueprint for replication across the country.
