National WAMIS Webinar

As part of C-DAC's national outreach initiative to support States in strengthening digital public finance infrastructure, C-DAC, Pune conducted the WAMIS Webinar on May14th,2026, bringing together representatives from 13 States to deliberate on the adoption and implementation of the Works & Accounts Management Information System (WAMIS).

The webinar was organized as a follow-up to the initiative led by the Director General, C-DAC, who addressed communications to the Chief Secretaries of States, drawing attention to the Government of India's Special Assistance to States for Capital Investment (SASCI) 2026–27 guidelines issued by the Ministry of Finance, Department of Expenditure.

The communication highlighted the emphasis placed by the SASCI guidelines on strengthening Public Finance IT infrastructure and the explicit recognition accorded to Works Management Systems (WAMIS/WAM or equivalent systems). Importantly, the guidelines link performance-based financial incentives with implementation, integration, and operationalization of such systems, making timely adoption strategically significant for States.

The webinar also highlighted the recognition of WAMIS under the SASCI framework, reinforcing its relevance as a standards-aligned digital platform supporting governance reforms in public works and financial management.

Developed by C-DAC, WAMIS has emerged as a mature and scalable platform through successful implementations across multiple States. The solution enables end-to-end digitization of the public works lifecycle, encompassing sanction management, e-measurements, billing, payments, validations, monitoring, and reporting, thereby promoting transparency, efficiency, accountability, and fiscal discipline.

During the webinar, participating States were presented with the WAMIS implementation approach proposed by C-DAC, emphasizing a structured and low-risk adoption model. The model includes provision of the mature WAMIS platform, long-term product support and upgrades, technical handholding, implementation advisory support, onboarding of implementation partners, and integration support with State systems such as IFMIS and e-Procurement platforms.

The session also underscored the opportunity available to States under SASCI 2026–27 to leverage WAMIS adoption towards building integrated digital public finance ecosystems while becoming eligible for performance-linked incentives.

The participation from 13 States reflects growing interest in leveraging proven digital platforms for governance transformation and public works management. The webinar marks an important milestone in C-DAC's continuing efforts to support States through technology-driven reforms and collaborative engagement initiatives.

Through this outreach, C-DAC aims to facilitate accelerated adoption of WAMIS across States and contribute towards strengthening transparency, accountability, and efficiency in public infrastructure execution and financial management.
